Why did this happen at the inauguration? ?

Can somebody please tell me why Bill Clinton got a bigger applause from the crowd than George H.W. Bush? America just cheered louder and gave more recognition to a lying pervert over a man who liberated Kuwait and fought against tyranny in the Middle East! Could somebody please tell me why this pervert president who almost got impeached for lying under oath got a bigger applause than an honorable man who fought oppression in the Middle East and freed countless Kuwait citizens?
