I have the WORST version of Police Pro Virus. Please help..have tried EVERYTHING?

I've spent hours reading every solution to remove this program and NONE work. The options suggest using task manager (disabled), safe mode (disabled), boot from CD-ROM using removal software burned to a CD (disabled), Command prompt (disabled). The only keys that work are cont+alt+delete with task manager disabled or F1 (help on) which allows me to get to other folders but only to find help files for Police Pro. I have not found ANYONE with this level of complexity. PLEASE HELP.
